BREAKING NEWS: TWO YEARS OF IMPLEMENTING THE PEOPLE'S CONTRACT - HON VICTOR O.
My beloved people of Ahoada-West/Ogba-Egbema-Ndoni Federal Constituency, two years ago today, you gave me your mandate to represent you in the House of Representatives. I came into office with one commitment, The People's Contract; to be a true servant of the people, to carry your voices, your hopes, and your concerns to the centre of power in Abuja.
Today, I want to take a moment to sincerely thank you, reflect on how far we’ve come, and share the work we’ve done together, because this journey is not mine alone, it’s ours.
From day one, we've focused on the things that matter most, empowering our young people, supporting our women, strengthening our farmers, defending the vulnerable, and pushing for development across our communities.
Let me briefly highlight what we’ve been able to do so far, these are our achievements, and they speak for themselves.
1. YOUTHS/WOMEN EMPOWERMENT PROGRAMS
We have prioritized empowerment, because we believe that real progress happens when people are equipped to create their own success. So far, we have implemented the following:
(a) Grants/Empowerment in Barbing for youths in Ahoada-West/Ogba-Egbema-Ndoni Federal Constituency
(b) Grants/Empowerment in Fashion Design for youths/women in the constituency
(c) Grants/Empowerment in Catering for women
(d) Grants/Empowerment in Make-up Art for women
(e) ICT Empowerment for youths/women (Phase 1 and 2)
(f) Workshop in Mechatronics for youths/women
(g) Grants for youths and women in Fish Farming (Phase 1 and 2)
(h) Grants to farmers for Hybrid Catfish Production
(i) Capacity Building on Greenhouse/Hydroponic Farming and Provision of Start Packs
(j) Capacity Building/Grants for women and youths on Yam and Cassava By-products Processing and Preservation
2. HEALTHCARE
We’ve also made strides in improving access to basic healthcare services through:
(a) Supply of Medical Equipment to Oboburu Community Healthcare Center in Ogba-Egbema-Ndoni Local Government Area
(b) Provision of Medical Outreach for indigent people across the constituency
3. LEGISLATIVE INITIATIVES (BILLS)
We’ve raised bills aimed at institutional development and national growth, including bringing federal presence to our constituency and they include:
(a) Federal Institute of Vision and Optical Research, Erema, Ogba-Egbema-Ndoni, Rivers State (Establishment) Bill - Public hearing completed
(b) Federal College of Optometry, Odiokwu, Ahoada-West, Rivers State (Establishment) Bill - Public hearing completed
(c) Federal University of Oil and Gas Technology, Ubeta, Ahoada-West, Rivers State (Establishment) Bill
(d) Federal College of Fisheries and Aquaculture, Egbema, Ogba-Egbema-Ndoni, Rivers State (Establishment) Bill
(e) A Bill to Amend the Federal Character Commission Act 2004 and for Related Matters
(f) Lithium Development Commission (Establishment) Bill, 2025
(g) Electricity Act (Amendment) Bill, 2025
4. MOTIONS/PETITIONS
We have made your concerns heard through motions and petitions that reflect the needs and rights of our people:
(a) Need to provide Electricity Supply to Kunusha, Igovia and Udoda in Engenni, Ahoada-West
(b) Motion on the Non-Remittance of Three Per Cent (3%) Annual Operational Expenditure (OPEX) to oil and gas producing host communities (IOCs)
(c) Motion on the Devastating Effect of the 2022 and 2024 Floods: The need to mitigate the effects of the impending flood due to the release of water from the Lagdo Dam
(d) Motion on the Need to Upscale the Lithium Industry and Value Chain as a catalyst to drive energy sufficiency and economic growth
(e) Motion on the Need to Investigate the Non-compliance and Enforcement of the Nigerian Civil Aviation Act
(f) Petition on behalf of a complainant against the wrongful publication of his name on the retirement list, although he is due for retirement in 2031
(g) Petition on behalf of 8 Nigerian Students, seeking NASS intervention over their alleged unlawful deportation from China
(h) Urgent call for the Intervention of the House of Representatives to curb and prevent misuse of powers in Egi Clan, ONELGA
(i) Petition against Nigeria LNG Limited and SDC JV Consortium for the marginalization of Ekpeye and Ogba Ethnic Nations on the Bonny Train Project
(j) Petition against Shell Petroleum Development Company (SPDC) for marginalizing Ubie and Ugbobi communities in employment and contracts
(k) Petition against the unlawful dismissal of Lance Corporal Ordu Odiereke from the Nigerian Army
5. WELFARE
We understand the economic realities of the times and have responded by supporting families directly through:
(a) Distribution of Food Items to constituents
(b) Distribution of Fertilizers to farmers in Ahoada-West/Ogba-Egbema-Ndoni
6. STRUCTURAL PROJECTS
We’ve begun laying a foundation of infrastructure that speaks to long-term community development, and we started with:
(a) Provision of Solar Power Streetlights in Odiokwu, Ahoada-West LGA – Completed
(b) Construction of 6 Classroom Blocks at Ebiriba, Ahoada-West LGA – Ongoing
7. UPCOMING PROJECTS & PROGRAMS
By God’s grace, and with your continued support, here’s what’s coming soon:
(a) Provision of classroom furniture
(b) Distribution of educational materials to schools
(c) More empowerment programs
(d) Equipping of more health centres across the constituency
(e) Solar-powered water boreholes for safe drinking water
(f) Motorized boreholes for more communities
(h) Agricultural tools and inputs for our farmers
(i) Renovation of schools
(j) Construction of new classroom blocks
(k) More solar-powered streetlights
(l) Streetlight installations in rural parts of our Constituency, and lots more.
Let me say this: Everything we’ve done is because you allowed me to serve, and I don’t take that for granted.
There’s still a lot to do, and we will continue, steadily, and sincerely. My promise is that I will keep pushing, keep speaking, and keep fighting for our Constituency.
